morning. thanks for joining us for our midday newscast. i'm marcus washington and i'm kris sanchez. laura garcia is off. we continue our coverage of those protests that are happening across the state and across the nation. and so far, we can tell you 1900 people were arrested at college protests across the country. to date, the latest happening within the last hour at portland state university. on the left hand side of your screen, you see protesters squaring off with police in riot gear. and on the right, a similar scene with protesters running from officers at the university of buffalo. and check out this before and after the university of wisconsin-madison. in just one day after police tore down an encampment there, students returning, setting up more tents overnight. tense moments over at ucla. this is where chp moved in to make arrests. hundreds of those protesters who defied warnings were taken into custody, and tents were torn down. here's a live look above that campus.

this is where cleanup is just getting started. as nbc's anastasia olmos reports, classes there are canceled. well, you can see just how fast the university is moving to clean up this encampment behind me. the images of tents and plywood that was blocking off this massive encampment are now all torn down. you can see they've brought in these trucks to bulldoze a lot of the tents and air mattresses and sleeping bags and all the supplies that the protesters had brought in. now, earlier, more than 200 chp officers breached the encampment. around 3 a.m. they came in and their riot gear in lines throwing flash bangs. the flash bangs worked on outside protesters, but in the encampment, protesters resisted, pulling back, grabbing anything they could to establish barriers between them and chp officers. but after three hours and hundreds of arrests, the camp

was dismantled. chp tore down tents and easy ups, leaving behind that debris and revealing even graffiti. damage to royce hall. we saw at least two protesters with minor injuries to their hand and leg, and one officer we know whose hand was also injured. now it took chp hours to load the protesters that they had detained into the county inmate busses. and as of now, law enforcement sources, they tell us that most, if not all of those taken into custody are expected to be cited and released for misdemeanors, and that will likely include alleged offenses including trespassing or vandalism, but could go all the way to assaults or batteries , attacks on police officers and those prosecutions. we know they will go to the city of l.a. that city attorney. all right. thanks, anastasia. well, earlier this morning, president joe biden addressed the campus protests from the white house, saying that students have the

surrounding the now dismantled encampment in los angeles. i think that, following the rules and sticking to the rulebook of an institution that is actively aiding and abetting a nation that is itself breaking international law, is hypocritical and we will continue to follow the impact of everything going on surrounding the campus unrest here in california and across the country. stay with us both on air as well as online at nbc bay area .com. we're going to have updates there and make sure that you download our free nbc bay area news app if you haven't already done so. that way you can get those breaking news alerts sent straight to your phone. now as those protesters fight for universities to divest from israel, the city of richmond is doing just that. earlier this week, city leaders held a special meeting where they voted to restrict investments from ten companies. the list on your screen includes

companies like airbnb, micro soft, motorola and intel. back in january, hayward did a similar thing with several companies that do business in israel, and richmond was the first u.s. city to call for a ceasefire in gaza following the october invasion. new at 11 this morning, firefighters in san francisco are still on the scene of this building fire on jackson, near leavenworth and nob hill. it happened about 830 this morning and it burned a building that has a home in there. and also some businesses. two neighbors were treated on the scene for smoke inhalation. firefighters say the building's history, combined with narrow streets in the area, are providing challenges as long frame timbers, old timbers. this is also wood and lath plaster. we don't know how many times this building has been redesigned, rebuilt, built over so firefighters have to spend time going through every possible void space searching for any lingering fire. we do not want this fire to rekindle and restart. another challenge posted to san francisco
11:07 am
firefighters is the narrow streets on nob hill. if you've ever been to leavenworth and jackson, you know that the cable car comes through on a one lane, one way street. and leavenworth is very, very narrow. that is tricky. now, firefighters are asking everyone to avoid the area. because of that. the cause of the fire is still under investigation. also new this midday hour, we are learning more about an apparent crash in oakland. this happened near bishop o'dowd high school on cardinal near 98th. this is video shot just around 830 this morning. as you can see from the video, there were two vehicles involved, one of which is on its side. we are still working to find out what led to this crash and whether anyone was hurt. moving you forward on a push to revitalize downtown san francisco. so here's a live look this midday, i want to tell you about this new event it's kicking off tonight. it's going to bring new hope to many of those struggling merchants. tonight, the city is launching its first ever first thursdays event, nbc bay area's ginger

11:09 am
for illegal activity along with more than 500 arrests. they've also recovered more than 115 stolen vehicles. this comes as the downtown part of san francisco, also looking to turn things around with, as we've mentioned, downtown first thursdays or dft, as they hope for it to be get known. the goal is to get thousands of people downtown, specifically on second street. you're seeing a map there of where it's going to happen. second, between market and howard, those are several street blocks and alleys that will be closed off to a big san francisco block party. it's also sf, as organizers would want you to say. those throwing the event, they know how to have a good time. their event producers behind other popular city events like into the streets, summer music and sf is a drag. those organizers, however, do have their work cut out for them. san francisco's downtown has had a challenging wave of retail store closures. dozens of businesses as we've reported, have left the

downtown area. the pandemic has also shifted. those coming into offices downtown, which delivers a blow to merchants and businesses. there tonight, hopefully, is a step towards changing that vibe. there will be music, there will be street vendors, small businesses, as we mentioned, open air beer gardens, a block party to start the weekend early and hopefully revitalize those merchants and small businesses there. there are high hopes for this. the party starts at five. it will go until ten. there's also places around the area that will be even open after ten. and so we will find out how this will impact that area. hopefully in a very good way. it runs from this thursday every first thursday until april of 2025. marcus plenty of time to come out here and see it. we'll see. now you say it's plenty of time to get out there, do our thing. what we need to do and ginger the party don't start until we show up anyway, so they need us. you catch up, i know, so come on

arrive, or whether he'll have any public events. well, maybe more stress than usual for parents with kids on their way to college like this one, today is the deadline to send in the fafsa application, which the state uses to award a financial aid and this year, there's been so much stress because california is dealing with the troubled rollout of fafsa. if you're a senior at a high school like the one behind me here in dublin, getting ready to go to college or you're already in college, you might be able to qualify for state aid for college, like a cal grant or middle class scholarship when we bring that up, because to apply california uses the new fafsa or free application for student aid application. and if you're hoping for that state help, today is the last day to hit send on your fafsa application. the rollout of the new fafsa application, however, was a debacle. what was supposed to be a simplification of the application process held up

students financial information at colleges and universities need to decide who should get financial aid and how much. in fact, some colleges and universities just started getting students financial information. now, months after they usually do. that means a lot of students for whom financial aid can make or break their college dreams are in limbo. meanwhile, acceptance letters have gone out and the deadlines to accept are looming. we talked with cal state east bay's associate vp for financial aid, who says do not commit until you know what you can afford. if you have not received your financial aid package yet and you were coming to the deadline to decide, what i would suggest that you do is contact your your admissions office to the colleges that you're applying to ask for additional days until you can get all of the necessary information that you need to make the decision. some schools already extended their deadlines because of the fafsa trouble. students now have until may 15th to declare their intention to register at san

fundraiser. the donation marathon kicked off at midnight and benefits organizations from montara to pescadero. now, organizers say that the annual event really can help nonprofits who oftentimes are lost in the shuffle. we have a saying that we use often around here about a rising tide rises all the boats, and so cozy gives is a great, great way for us to amplify the message of giving here on the coast, but also the partnership amongst these nonprofits. now, if you'd like to donate in person, you can go to new leaf community market. this is in half moon bay. they're going to be there from nine this morning and you have until 6:00 tonight. so you still have some time. and to donate online, that's easy for you. just go to coastside gives org. as of this morning they actually had more than $700,000 that have been raised since inception. the foundation says that they've raised more than $6 million for nonprofits on the peninsula. well, that is great to hear. so we planted a few new little plants because

it's springtime. you've done the same thing. is this rain going to be hard on those baby plants or. i think it should be fine, even though it does look like a decent amount. it's nice that we don't have to turn on the sprinklers to try to get them rooted and everything getting growing, but we are going to have a big dip in temperatures, and so we are going to also see a lot of changes over the next few days as we take a live look outside in san jose, it is clear , sunny, the plants are loving this weather, but also that's the reason why we have so much pollen floating through the air. we're in the upper 60s in san jose and it's still breezy. we are expecting the winds to pick up as we go into the afternoon. as our temperatures head for the mid 70s, and then we'll see those high temperatures between 2 and 4:00 and then going back down the 7-day forecast that's coming up at the bottom of the screen. you can see how much cooler it's going to be on saturday with that rain coming in. so we're still looking at some beautiful spring weather with dublin today headed for 77. in san mateo, expect a high of 68 degrees and 75 in novato.
11:20 am
tomorrow's also very much like today, but eventually we'll start to see more clouds coming in. and then on saturday we are going to struggle to make it out of the 50s for an afternoon high . this is the system that's coming in. you can see the widespread clouds, the cold front, and it's making its way closer to the pacific northwest, eventually in the bay area for tomorrow. late in the evening into saturday. so when those rain chances come back, we're looking at some early rainfall. total estimates of about a half inch to an inch of rainfall. and it will be cooler with temperatures in the 50s and low 60s. breezy winds up to 15 to 25mph, and the sierra getting a significant amount of snowfall. that is one of the things that's changed over the past couple of days. the rain moves in starting out early on saturday morning for the north bay, continuing to spread across the bay area with off and on showers throughout the day. on saturday, moving out by sunday and rainfall totals could reach in parts of the
11:21 am
north bay up to an inch. while most of us are going to see at least a to half three quarters of an inch of rainfall, that is very significant for this time of year because that's more than our monthly average of rainfall. some of the areas we're watching in the sierra, a foot of snow in south lake, and then seeing kingvale up to 22in of snow, and it moves out by sunday in the bay area. we're going to see our temperatures in the upper 60s, looking at a nice little warm up , going again into the middle of next week with upper 70s and sunshine in the forecast. while san francisco. so we'll see temperatures in the mid 50s for your saturday afternoon. and now let's turn to our climate in crisis this morning. over the last decade, wildfires have burned more than 70 million acres across the u.s. and when those fires burn through forests, it doesn't just pollute our air and turn our skies orange, it also creates a feedback loop, which accelerates climate change. but replanting forests is complex and expensive. and now there is a

big push for wall street to invest in the woods. new companies like carbon streaming is making it easier for people and businesses who want to offset their carbon emissions and buy carbon credits. those credits are used for high impact projects like planting trees, which replenish burned forests. the financial markets haven't really engaged with carbon finance in the way that they could. that capital then gets unlocked, and then we're really talking about millions or tens of millions of acres, which is the scale that we need to operate at in order to address climate change. this story is up on our website. to learn more about carbon streaming, go to nbcbayarea.com and look for this story on our climate in crisis page. marcus. thanks, chris carey. you're welcome. yeah, chris is right next to me. sorry well happening now. well, state regulators, they appear poised to approve a controversial new plan. this is to lower power rates in exchange for monthly flat rate fee. now, the state cpuc well, they're going to vote
